Ever wondered why some relationships prosper while others flounder? Of course you have! At this year's PDAC Aboriginal Program, we're taking this fundamental human question and asking it of representatives of two Indigenous governments and the mining companies with whom they have Impact Benefit Agreements (IBAs). What works during the negotiation process? What keeps the relationship healthy and functioning during the implementation of the agreements over the long term? What kinds of hurdles and challenges can you expect and what could be done to try to avoid or manage them?

Bios: 
Allan Okabe, CAFM, ICD.D

Allan is from the Kitsumkalum First Nation, Westcoast Tsimshian, located in the northwest coast of BC.  He is sole proprietor of Ganhada Management Group, providing band administration and economic and business development services for the past 26 years, out of their office in Vancouver, BC.

Ganhada has been on the Federal Merx list as approved Third Party Managers for INAC, Health Canada and First Nation Health Authority for the past 15 years.  The company has been appointed to 12 intervention assignments averaging 3 years.  Current staff designations include a CPA and MBA. 

Ganhada has worked for 115 different First Nations in BC and Yukon since 1993.   

Allan has served on several Federal, Provincial and Public company boards over the past 31 years. 

Ryan Todd, Director, Blackwater Project

Ryan Todd is Director of New Gold’s Blackwater Gold Project in BC. Ryan leads the project’s environmental assessment and is working closely with five Indigenous groups to develop participation agreements. Ryan believes that taking the time to build relationships based on mutual understanding, respect and transparency is the key to any enduring partnership. Ryan has been collaborating with Indigenous people on resource development projects for more than ten years.

 

Peter Archibald Sr., Director of Lands, Taykwa Tagamou Nation

Peter is a former Chief, Councillor and is currently the Director of Lands and Resources at Taykwa Tagamou Nation near Cochrane, Ontario.   He has been instrumental in championing strong and effective IBAs and Exploration Agreements with a number of mining and energy companies including Detour Gold, Ontario Power Generation, Northland Power and others.  Peter is a strong proponent of a balanced approach with an emphasis on territorial and environmental protection, education, and social and economic development for his Nation.

 

Leonard Rickard, Aboriginal Affairs Manager, Detour Gold Corporation

Leonard joined Detour Gold as the Indigenous Affairs Manager in April 2012. Supporting IBA implementation, community relations, permitting, and environmental assessment consultation, Leonard has a wide range of experience in indigenous engagement.  Prior to joining Detour Gold the main focus of his work was on First Nation economic development.

Leonard is an alumus of Western University.  He serves on the Board of Directors for the Canadian Council for Aboriginal Business and the Timmins and District Hospital Foundation.
